I have two questions and hope someone can help. I run a pro flo 3503 on a 350 chevy, the manual says to set base timing at 10 deg. at 1500 rpms. Is this the correct rpms I would think it should be set at idle speed. Last wuestion, can you drive car with the idle control torned off.

The 1500 rpm is used to load the engine a little to stabilize the timing. When Base Timing is set to ON, it should always read 10 deg, regardless of RPM.
You can drive the car with idle control OFF.

What happens if its set at idle ( 900 RPM )

it will still show 10 deg, but it may move around a little due to no load on the engine. This will depend on idle quality, if you have a cam with a choppy idle, the timing will move around more.
